The Buffalo City Council met in Regular Session in the Council Chambers of City Hall.  Present were Mayor Schrader, Councilman Camino, Councilman Hart, Councilman Haskins and Councilman Madsen.  Mayor Schrader called the meeting to order at 5:00 p.m. and led the Pledge of Allegiance.  Councilman Haskins moved to approve the agenda. Councilman Camino seconded.  Motion carried. Councilman Hart moved to approve the June 21, 2022 regular meeting minutes.  Councilman Madsen seconded.  Motion carried.

Councilman Hart moved to approve Ordinance #1411 – An ordinance amending Section 10-1.8., Parts 6 through 9 of the Code of the City of Buffalo, Wyoming, pertaining to the collection practice of garbage, trash, and other waste matter on third and final reading Councilman Camino seconded. Motion carried.

Tim Cahhal, Johnson County Family YMCA, presented a request for a street closure on Klondike Ave Aug 6 from 6 a.m. to 9:30 a.m. for the 44th annual Klondike Rush event. Councilman Hart moved to approve the street closure. Councilman Madsen seconded. Motion carried.

Travis Hakert, Big Iron Auctions, requested a street closure on E Fetterman from Main to Lobban July 30 from 6 a.m. to 6 p.m. for a rib cookoff fundraiser with proceeds donated to the Johnson County Fairgrounds Foundation. Hakert also requested a designated open container area for Crazy Woman Square from 10 a.m. to 6 p.m. Councilman Camino moved to approve the street closure and designated open container requests. Councilman Madsen seconded. Motion carried.

Terry Asay, Building Inspector, advised he had contacted contractors to fix the siding on the rental house on Stockyard Road. 

Sean Bissett, Police Chief, presented a monthly report of police department activities and announced the suspects had been identified in the recent vehicle thefts in town. Chief Bissett announced there had been no major incidents over the holiday weekend and praised the community for their support during the funeral escort of Marine Corporal Rasmussen.

Larry Joubert, Public Works Foreman, reported that street crew members had supported the sanitation crew with trash collection on four routes after the holiday. Joubert answered council questions regarding ongoing capital construction projects. 

Dan Sellers, addressed council with a complaint of excessive dog barking in his neighborhood. Sellers explained the problem had increased in the past two years with new neighbors moving into the neighborhood. Sellers requested council pass an ordinance to address the barking dogs and the disrespectful neighbors who do not control their dogs. Sellers also offered his assistance to draft the ordinance to address this problem. 

Laura Harmon expressed disappointment that the Chamber of Commerce office was not yet open for the summer season and shared concern for the advertisement for seasonal help at the visitor information center which had been posted on social media. 

Joshua Waits, addressed council with concern for the many patrol vehicles on the streets with the increased gas prices. Waits demanded the department park their vehicles at the law enforcement center and not be allowed to take the vehicles home when off duty.
